You may reapply to the same offer later, but it will still be subject to advertiser approval.
What it means: You are restricted from applying for or promoting the offer.
Possible reasons:
Your property does not meet the offer’s specific requirements (e.g., follower count for KOL-only campaigns, property type restrictions for Media Buyer offers).
You have previously violated the permitted promotion methods stated in the offer’s guidelines.
